Autopkgtests for hipsolver have been failing to run:

This has been observed ever since hipsparse 7.1.0 -
https://launchpad.net/ubuntu/+source/hipsparse/7.1.0-0ubuntu1 has landed
in resolute which introduced the bump to libhipsparse4 from
libhipsparse1.

The d/tests/control dependencies for hipsolver shall be fixed to include
the bump.
