This bug was fixed in the package casper - 26.04.2

---------------
casper (26.04.2) resolute; urgency=medium

  * Reintroduce a bottom script to fill the APT cache for the cdrom entry
   (LP: #2145807).
    - Removing the scripts/casper-bottom/41apt_cdrom script caused the
installer to start with an empty APT cache for the cdrom, later causing
issues when attempting to install packages offline in the live
environment.
