Public bug reported:

Raspberry Pi 5 boards will not boot Ubuntu 26.04 LTS images unless they
have a higher EEPROM than 23 SEP 2024. It is yet to be determined
exactly which EEPROM release is needed for upgrades, but 8 DEC 2025 has
been known to work.

A quirk may have to be added to the release upgrader to

A) prevent upgrading on a lower EEPROM release than the one needed, or
B) download and apply the EEPROM somehow.
