Public bug reported:

UUID1 timestamps generated by `libuuid` version 2.41.3-3ubuntu1 are
incorrectly offset by exactly 2 hours (7200 seconds) into the past. This
affects all UUID1 generation on systems with this library version,
including Python's `uuid.uuid1()`, the `uuidgen -t` command, and any
application using `uuid_generate_time()`.
