Can you see the wifi networks you want to connect to if you open a
terminal, type in `nmtui` and press Enter, then select "Activate a
connection"? If you don't, NetworkManager can't see the networks, in
which case this is probably a network management, driver, or hardware
issue. It might also be worth testing with Ubuntu Desktop to see if the
issue can be reproduced there.
