Nova modules are enabled for questing with the following patchset.

Because of this we nvidia cards are not being recognized. We need to
disable nove_core module.
nvidia-persistenced[9541]: Started (9541)
nvidia-persistenced[9537]: nvidia-persistenced failed to initialize. Check
syslog for more details.
nvidia-persistenced[9541]: Failed to query NVIDIA devices. Please ensure that
the NVIDIA device files (/dev/nvidia*) exist, and that user 122 has read and
write permissions for those files.
systemd[1]: nvidia-persistenced.service: Control process exited, code=exited,
status=1/FAILURE
