Seems that ceph 20.2 is blocked from migration.

If I reading https://ubuntu-archive-team.ubuntu.com/proposed-
migration/update_excuses.html#ceph correctly, I believe this is due to a
dependency of google-perftools which is blocked from migration.

google-perftools seems blocked due to FTBFS on i386:

I also found this bug, there was an issue with the old 19.x version and that 
has a bug open and had an upload, but likely doesn't matter now as it's 
superseded with 20.2:
