Public bug reported:
Due to the timing of the uploads, src:ucx was upload right before the binary
updates for ROCm.
Therefore, the the current ucx is installing libamdhip64-6 (>= 6.1.5) and not
the latest libamdhip64-7 (>= 7.1.0~).
To complete the transition this is a mandatory rebuild.
