This is not a bug with Dolphin. Dolphin is just relaying the message.

As to why Ubuntu/Linux can't fix NTFS volumes, it's because NTFS is a 
proprietary Microsoft filesystem.
Actually, you can fix a lot of NTFS volume issues with:
sudo ntfsfix -d <path to volume>
But use that at your own risk. ntfsfix is not a replacement for Windows chkdsk. 
There is a new NTFS implementation called NTFSplus (Google it) that has support 
for fsck. Maybe  that will be better.

And of course, make sure you are "safely ejecting" the disk when using
it (in both Windows and Linux). Also, make sure you turn off hibernation
in Windows so that the disk gets  safely ejected for use with other OS's
when you shutdown in WIndows:
