This is not a bug in Ubuntu or the kernel. The problem is that you have an
obsolete version of the Nvidia 470 driver installed (470.86). I'm not sure
where you obtained that.
The final 470 version, 470.256.02, is packaged and available for Ubuntu
24.04/Noble in the standard repositories.
