1) I think there's multiple places where this is logical, i.e. VST3 audio plugins that were done using Steinberg's GPL-3 -licensed SDK that is only GPL-3 if the project is meant to be open source, otherwise it falls into a proprietary license. There are several examples of VST3 audio plugins in the archive already, particularly already synced from Debian.
