The problem is still happening. What I'd recommend: install at least one other keyserver.ubuntu.com in California, for the North American market. Use geolocation DNS, anycast, or similar methods, to route traffic based on region. The idea is to avoid the hop across the Atlantic Ocean.
Another possibility is a CDN (Cloudflare, Fastly, GCP Cloud CDN, etc) with points-of-presence everywhere.
