Steps to reproduce:

Install grub-pc, then grub-efi-amd64, then purge grub-pc. Then
/etc/default/grub is gone.

# apt install grub-pc
# apt install grub-efi-amd64
# apt list ~c
grub-pc/questing,now 2.14~git20250718.0e36779-1ubuntu4 amd64 [residual-config]
# apt purge ~c
