I'll re-upload the updated patches from bamf0, I do think this should comply with SRU policy now.
But my humble opinion is that if we do need rclone to function properly on stable releases, it might worth figuring out a permanent SRU exception for it, because its entire functionality is essentially working with external, proprietary services with non stable APIs that just don't align with our release schedule at all (and much worse for LTSes).
