This is still an issue with Ubuntu 24.04.3 LTS and apache2 version
2.4.58-1ubuntu8.8.

We experience this issue on completely seperate machines as described
above (other project) with latest Ubuntu LTS. The setup differs
slightly, apache is running with MPM worker behind nginx, the rest is
the same: apache calls php directly via fcgi.

We have around 8 machines setup identical with a loadbalancer in front
and they all show this bug.

These machines get a LOT of (public) traffic. We have some backend
servers setup identical which don't show this issue - most likely
because they only get so much less (internal) traffic.

Had to deploy the workaround to not crash the frontend servers.
