Looks like multi-arch is broken for that package. This is reproducible
by starting a fresh Plucky container, and then:
1. dpkg --add-architecture i386
2. apt update
3. apt install libcurl4-openssl-dev
4. apt install libcurl4-openssl-dev:i386
** Tags added: dcr-incoming
** Changed in: curl (Ubuntu)
