This appears to be caused by sudo-rs, which is currently the default
sudo implementation in Questing (thanks schopin for suggesting that). As
a workaround you can revert to "classic" sudo:

  apt install sudo
  update-alternatives --config sudo

** Also affects: rust-sudo-rs (Ubuntu)
   Importance: Undecided
       Status: New

** Changed in: rust-sudo-rs (Ubuntu)
       Status: New => Confirmed

** Changed in: sudo (Ubuntu)
       Status: New => Invalid
