The problem became more obvious when I was shutting down a live session after installation. The scale was correct at first and then shrunk. It seems to correlate with the root filesystem changing back to a ramdisk. I'm guessing that's triggering Plymouth to change drivers, which doesn't seem sensible when it's already resident in memory.
