Never mind, this has been fixed in Debian already through adding a
debconf-flag and the very setcap-call I suggested in postinst
conditioned on the former - see https://salsa.debian.org/go-
team/packages/prometheus-blackbox-exporter/-/merge_requests/3.
It's already part of Ubuntu Noble, which, of course, perfectly fits my
needs ;-).
