Thanks Noah for having done a PPA test build and having referenced it here.
I had another look at the package and figured out that:

The version of the package is not correct, according to:
https://github.com/canonical/ubuntu-maintainers-handbook/blob/main/VersionStrings.md
"If this is the first change via the SRU process, add the .1 suffix, like: 
ubuntu3 -> ubuntu3.1."
So it needs to be a "4.0-1ubuntu1.1" - I've updated the d/changelog accordingly.

The existing package in the archive is available for 6 architectures:
$ rmadison --suite=noble linuxptp
 linuxptp | 4.0-1ubuntu1 | noble/universe | source, amd64, arm64, armhf, 
ppc64el, riscv64, s390x
Hence one should do a test build in PPA also for all of them.
(I think that in your PPA only the boxes for amd64 and arm64 are marked).
But anyway, I just just did that as part of the review and sponsoring work in 
one of my PPAs.)

And there were lintian warinings (one per binary/deb file) about:
"W: linuxptp: old-fsf-address-in-copyright-file"
But the command "lintian-explain-tags old-fsf-address-in-copyright-file"
gave a good hint on what was wrong (actually outdated) in d/copyright
I also updated that (and had to reference this change in d/changelog,
since a little update of d/copright was needed, and (almost) all modifications
in the debian/ folder require an entry in d/changelog.

Assuming that the new package also underwent some testing, I've uploaded
the new package now ...
