On a PHP7.0 server which recently got the ESM16 update for
https://ubuntu.com/security/CVE-2025-1735 we are seeing this error on
each PHP startup:

> PHP Warning: PHP Startup: Unable to load dynamic library
'/usr/lib/php/20151012/pgsql.so' - /usr/lib/php/20151012/pgsql.so:
undefined symbol: zend_string_efree in Unknown on line 0

I can't be certain this is the same issue F Devine is experiencing,
adding here as an additional datapoint in case it's helpful for
discovery.

** Also affects: php7.0 (Ubuntu)
   Importance: Undecided
       Status: New
