There is already a livecd-rootfs upload in -proposed (see https://bugs.launchpad.net/ubuntu/+source/livecd-rootfs/+bug/2116199). So, either that other SRU needs to be verified and released before this can be accepted, or the upload in unapproved needs to be re-done to include the 24.04.93 changelog.
