1. Add the "Global Application Menu" panel applet:
  - Right-click on the MATE Panel
  - Click "Add to Panel..."
  - Select one of the following entries: Global Application Menu, Sticky Notes, 
Window Menu Applet, Window Selector
  - Press the "Add" button
2. Save the panel layout:
  - Open `mate-tweak`
  - Click on the "Panel" tab
  - Click on the "Save As" button (it does not overwrite current panel)
  - Enter a name (e.g., "Test") and click "OK"
3. Run `mate-panel --replace` or right-click on a MATE panel  and select 
**"Reset All Panels"**

Using these panel layouts (`mate-tweak` -> Panels) is not convenient
since "Reset all Panels" will remove the panels.
