**Description**
When resetting the MATE panels, the panel positions are not consistently 
restored. Occasionally, the bottom panel is placed at the top instead of at the 
bottom where it belongs.

## Steps to Reproduce
Run `mate-panel --replace` or right-click on a MATE panel  and select **"Reset 
All Panels"**

## Current Behaviour
- Occasionally, the bottom panel is moved to the top instead of remaining at 
the bottom:

## Expected Behaviour
- The bottom panel should always remain positioned at the bottom after 
resetting.
