Hello Matthew, We don't build Ceph for 32-bit architectures any more (I don't know enough about the details, only that it's not done). That's why armhf and i386 were excluded from the list of architectures in the PPA.
I personally don't think it will hurt to have them on the uploaded packages, but for the next time it won't be needed. All the best, Luciano.
