Public bug reported:

Currently, if I try to execute tshark with the -w parameter, it can't
write the file, because of too restrictive app armor permissions.

A workaround is to add to /etc/apparmor.d/local/tshark:

```
file rw /**.pcap{,ng}{,.gz},
owner rw /**.pcap{,ng}{,.gz},
```

I think this should be the default.
