dkms autoinstall on 6.14.0-28-generic/x86_64 failed for nvidia(10)

This is not a bug in Ubuntu or the kernel. The error occurs because you
have an obsolete version of the Nvidia driver (555.xx) that is not
updated to work with kernel 6.14
For RTX3060, I'd recommend removing 555 and installing 570-open:
sudo apt purge *555*
sudo apt install nvidia-driver-570-open
