Public bug reported:

Attempting to modify the kernel command line using tuned results in a
command not found error.

This can be worked around with the following symlinks:

ln -s /usr/bin/grub-editenv /usr/bin/grub2-editenv
ln -s /boot/grub/grub.cfg /etc/grub2.cfg

This could be fixed by including this in the package, or modifying
upstream as per https://github.com/redhat-performance/tuned/issues/528
