I tested qemu 1:8.2.2+ds-0ubuntu1.9 from noble-proposed.

Setting up a Windows10 VM  through a german localized ISO from here:
https://www.microsoft.com/de-de/software-download/windows10iso

And virtio drivers from here:
https://fedorapeople.org/groups/virt/virtio-win/direct-downloads/stable-virtio/virtio-win.iso


I configured a virtio network device through virt-manager on a Q35 machine.


Without the fix I was able to reproduce the issue, as the Win10
installation got stuck at the "Network" section, mentioning "Ich habe
kein Internet" (see win10-broken.png).

With the fix I was able to get past the "Network" section, into the
login/account configuration section (see win10-fixed.png).
