No, it really is an "undo". You can undo almost all changes at the
partitioning stage including creating a new partition table
(essentially, any changes unless it explicitly tells you that you
*can't* undo something), and then go ahead and perform partitioning a
different way. This is not the same as cancelling the whole
installation; it's local to the manual partitioning screen.

I don't understand what bug you believe to exist here.
