Public bug reported:

This is happening on my Dell laptop after Dell's official service
representative changes some hardware components, including the
motherboard. Some errors seem to indicate ACPI EC (power control) is not
responding. I would like to know if this is an EC/motherboard issue, or
some firmware/bios/kernel issue.
