A Google search shows another person also discovered this years ago so
it is surprising that it is still present in the latest Ubuntu version:

Perhaps the change was checked into the wrong copy of pam_ldap source:

This bug is a particular problem if the LDAP server has implemented 2FA
and is waiting for the user to approve the bind, perhaps from a mobile
device. 10 seconds is sometimes just too quick for a person to respond.
