I've been digging into the releases of bind 9.19 to figure out where this was fixed, and it seems that the merge for https://gitlab.isc.org/isc-projects/bind9/-/issues/3508 happened to fix it by coincidence. I also found https://gitlab.isc.org/isc- projects/bind9/-/issues/839 which shows that this has been an issue for a long time and upstream did not intend to fix it. I am working on a smaller, more targeted fix for this issue in noble now without the massive loop-handling refactor.
