Ubuntu 15.10 (wily) reached end-of-life on July 28, 2016.
Bugs for the 'mainline' version of the kernel cannot be reported on
Launchpad as there is no suitable package.
Bugs for the generally available kernel should be reported against the
'linux' package. I'm closing this as there have been over nine years of
inactivity.
