Kernel Version: The problem occurs on multiple kernel series, including 
6.11.0-29-generic (the newest) and an older LTS kernel 6.11.

Dual Boot configuration: Windows (on /dev/nvme1n1) and Linux Mint (on
/dev/nvme0n1).

2. Description of the Bug:
On a dual-boot PC with Windows and Linux Mint, the Linux boot process 
experiences a consistent and significant delay of approximately 1 minute and 5 
seconds. This delay occurs during the kernel initialization phase, before the 
graphical login screen is displayed.
The issue is consistently reproducible across different kernel versions and 
appears to be related to the NVMe driver's interaction with the 
Windows-installed drive (/dev/nvme1n1). The Windows boot process is not 
affected and is very fast.

3. Evidence and Logs:
The following logs and messages confirm the problem:
Verbose Boot Log: The kernel hangs for a long period, showing the following 
messages:
nvme nvme1: Shutdown timeout set to 18 seconds
nvme nvme1: 10/0/0/0/2.ctrl/read/poll queues
nvme nvme1: pci p4 p3 p5
systemd-analyze Output: The systemd-analyze command consistently shows a long 
kernel boot time:
Startup finished in 7.591s (firmware) + 13.920s (loader) + 1min 5.502s (kernel) 
+ 11.733s (userspace) = 1min 38.747s
(Note: Include your most recent systemd-analyze output.)

4. Troubleshooting Performed:
I have attempted to resolve this issue by modifying the GRUB kernel parameters, 
but the problem persists. The following parameters were tried with no success:

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash
nvme_core.default_ps_max_latency_us=0"

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash nvme_core.io_timeout=0"

The issue persists even after installing an older LTS kernel series
(6.11).

I tried also "ubuntu-bug linux" and this is the result:
