I recall that Ubuntu 20.04 could boot without delay on VMware Workstation Pro 15.x with TPM enabled. So, it sounds like this is a regression.
Unfortunately, I can't confirm this on my site. I have updated to VMware Workstation Pro 17.x several years ago.
