This hit a snag: version 81 won't build without tracefs support, even
though the buildsystem still allows to disable it.

I filed an upstream issue[1] about it. The commit[2] that added tracefs
to cxl/json.c did so unconditionally, without checking if tracefs
support is enabled or not.

We now either:
a) get a fix so we can still build ndctl without tracefs;
b) MIR tracefs;
c) leave ndctl at the old version
