I did not have a 224c machine I could re-imaage with new ubuntu or
upgrade the kernel. So I did that on a 112c machine.

The results are the same.

On a machine that has turbo freq upto 3.8ghz, the Freq gets capped at
3.2ghz always.

One thing we noticed was this. 

on a 112c machine, the feq always gets capped at 3.2ghz though the max is 3.8ghz
and on 224c it gets capped at 2.8ghz though the max is 3.8ghz.
