Public bug reported:

Tested on plucky on a Raspberry Pi 5.

autopkgtest-buildvm-ubuntu-cloud fails to create an image during it's
cloud-init run.

The failures at different stages each time, so it looks like a resource
issue. I tried increasing the disk size to 30G but that didn't help.

I tried to build images for questing and plucky, and both fail. The
failure reported is `qemu failed with status -9`

** Affects: autopkgtest (Ubuntu)
     Importance: Medium
         Status: New
