Okay, I had a closer look and talked with Antoine offline. I was not grok'ing this livecd-rootfs feature fully (though it's clear in retrospect now), and I failed to realize that the actual /usr/lib/systemd/system/cloud-init.service shipped by cloud-init has since been updated in noble, and hence for this override in livecd- rootfs to be minimal, it must be based on the most recent version.
