I am running a bit behind, and did the do-release-upgrade from 20.04 to
22.04 today, and ran into this problem.  I first had to remove/purge the
transitional package libapache2-mod-php7.4 (version 8.1.2-1ubuntu2.22),
which allowed apache to start.

to fix the reported problem, I could simply purge javascript-common
(version 11+nmu1) since I had nothing which depended on it.

I do not expect work to be done on this bug, but I thought the
information may be helpful for the next person searching for this error.
