Thank you Seb, as discussed doing this over "just promoting it" seemed to be a good compromise. Future glibc promotions can further extend it. And once we ever get to a re-review [1] of it this can be the place to then fully extend and do it.
TL;DR thanks for starting this to be another example of this category. So leaving out the fully fledged review, and just for the given request of locales-all I agree to the purpose and reasoning, approving and you can promote the binary package once the dependency shows up.
