I might find the root cause. It's not from linux-firmware, but from
upstream stable update patch which is included in 6.14.0-17.17.

Here is the test kernel, you need to disable secure boot from BIOS to boot from 
it.

    Kernels built with CONFIG_PREEMPT_RT=y can lose significant console output
    and shutdown time, which hides shutdown-time RCU issues from rcutorture.
    Therefore, make pr_flush() public and invoke it after then last print
    in kernel_power_off().
