I can grab the .ddeb from https://launchpad.net/ubuntu/+archive/primary/+files/shotwell- dbgsym_0.30.14-1ubuntu6_amd64.ddeb as a workaround.
I tried to browse http://ddebs.ubuntu.com but I ran into a http --> https --> http redirect spiral and the browser gives up.
