I've just stumbled on the same rookie mistake when installing KUbuntu
25.04.

The first thing installer asks is language selection, and if you select e.g. 
Russian, you've immediately got keyboard layout with no Latin letters and no 
apparent way to switch back (I tried a few combos).
Meaning you can't even connect to wi-fi since you can't input network password. 
It gets worse since you can't supply a Latin1 safe password on some next step.
