Hi Thomas, like I wrote in my previous comment: https://bugs.launchpad.net/ubuntu/+source/s390-tools/+bug/2103414/comments/16 the s390x binaries are not yet build and not available yet. (Due to special approval that is needed for signing, this takes a while.)
