Looks like this change landed upstream as:

It appears to have landed with 11.0.0 so presumably is fixed in plucky
and newer, and the change that caused it seems particular to 10.x.x, so
shouldn't affect jammy (22.04).  This looks like a patch on a plate for
SRU to 24.04 - if the steps to reproduce it can be defined.
