In short the pkey modules were always in the dedicated package: s390-tools-zkey (https://launchpad.net/ubuntu/plucky/+package/s390-tools-zkey). This was done and discussed way back (iirc) around 18.04 times. If the s390-tools-zkey package is installed (sudo apt install s390-tools-zkey), it'll trigger an update-initramfs run and the initramfs will have the modules included. Ingo and Grgo haven't replied yet on LP#2115718, but if there are changes desired on this, let me know and we can discuss.
