In short the pkey modules were always in the dedicated package: s390-tools-zkey 
(https://launchpad.net/ubuntu/plucky/+package/s390-tools-zkey).
This was done and discussed way back (iirc) around 18.04 times.

If the s390-tools-zkey package is installed (sudo apt install
s390-tools-zkey), it'll trigger an update-initramfs run and the
initramfs will have the modules included.

Ingo and Grgo haven't replied yet on LP#2115718, but if there are
changes desired on this, let me know and we can discuss.

(Please notice that the s390-tools-zkey package is installed in the live
installer system, hence this allows for example to do an encrypted LUKS
install of the root disk, with the option of taking the key from a
Crypto card.)
