It took me long to realize that livecd-rootfs is still held in proposed due an apparent regression, the same previously mentioned. Digging a little bit more with some explanations from @ahasenack, I think this livecd-rootfs autopkgtests are affected by the mandatory proxy settings mentioned in LP 2116119
(see my comment on that bug with some analysis on other branches not affected by the changes I'm proposing in this SRU: https://bugs.launchpad.net/ubuntu/+source/livecd- rootfs/+bug/2116119/comments/3 ). I'm not enough familiar with autopkgtests to devise a proper workaround on my own for this situation. I suspect the cause is due the test environment only inheriting proxy settings from the host only for apt, but not for the entire network, thus when germinate tries to run it fails to fetch files that would otherwise be readily available.
