Apriltag was in a preliminary list and was removed from the final list of ROS packages to blocklist. This comment https://bugs.launchpad.net/ubuntu/+source/ros- catkin/+bug/2063103/comments/7 says apriltag was put back as soon as we noticed.
It looks like it's there https://launchpad.net/ubuntu/+source/apriltag/3.3.0-2.1build3 when I look at the publishing series. We just need a bump in the version. 3.4.2 was released in May 2024 so it's reasonable that Ubuntu 24.04 did not get it.
